BRAF Releases New Opportunity Data Project Briefing

Report details economic mobility and family prosperity in EBR Parish.

BATON ROUGE, La. — The Baton Rouge Area Foundation, in partnership with Common Good Labs, has released a new Opportunity Data Project briefing titled Prosperous Families: Enhancing Economic Mobility in East Baton Rouge Parish. The Briefing examines the economic realities facing families across the parish and identifying strategies that can improve upward mobility for future generations.

The report finds that while many families in East Baton Rouge Parish are thriving, a significant share continues to face economic instability that affects educational outcomes, health, housing, workforce participation, and overall quality of life.

Key findings from the report include:

  • Approximately 45% of families with children in East Baton Rouge Parish are living in poverty (less than $35,000 for a family of four) or near-poverty conditions (less than $70,000 for a family of four).
  • Baton Rouge lags national benchmarks for prosperous families
    • Local poverty rates nearly double those seen nationally (25% vs. 13%).
    • Around 55% of local families with children are middle- or high-income households, compared to 70% nationally.
  • Nearly half of lower-income renters are considered severely rent-burdened, meaning most of their income goes toward housing costs.
  • Families in poverty or near-poverty are significantly more likely to:
    • work in lower-wage industries with less predictable schedules,
    • lack retirement savings or emergency funds,
    • experience transportation barriers, and
    • have children enrolled in lower-performing schools.

The briefing is the sixth installment in BRAF’s Opportunity Data Project, a long-term initiative exploring the factors that shape quality of life and opportunity in East Baton Rouge Parish.

“This report reinforces something we continue to see across every major issue facing our community: economic stability is foundational,” said Chris Meyer, president and CEO of the Baton Rouge Area Foundation. “When families have access to stable jobs, quality education, affordable housing, and reliable childcare, children are more likely to thrive and communities become stronger. This is not simply an economic issue, it’s a community issue that affects every aspect of quality of life.”

Despite the challenges outlined in the report, researchers say the data also points toward practical, evidence-based solutions that can improve economic mobility over time. The report highlights several strategies that have been successful in other communities, including:

  • Expanding access to college, community college, and workforce credentials
  • Supporting apprenticeships and employer-based training programs
  • Increasing access to affordable, high-quality childcare
  • Assisting entrepreneurs and small business owners
  • Expanding affordable housing opportunities and homeownership support

“The data shows that prosperity is not evenly distributed across East Baton Rouge Parish, but it also shows that progress is achievable,” said Rhett Morris, partner at Common Good Labs. “Communities that invest in economic mobility — especially for families with young children — consistently see stronger long-term outcomes. Baton Rouge already has many of the building blocks needed to create broader opportunity, and this report is intended to help guide practical, data-informed action.”

The report also connects many of these recommendations to existing local efforts focused on early childhood development, school engagement, public safety, and community health.
